About Auckland Licensed Building Practitioners
(Information from Dept of Building and Housing and Auckland Council: date 25/9/2011. Much of this is under review and is subject to change)
From 1 March 2012 critical building work that is known as Restricted Building Work, must be done by a Licensed Building Practitioner.
What work will it apply to
Restricted building work is work that is critical to the integrity of a building. The Government will detail restricted building work before 2012. By its nature, restricted building work is important to the building, is complex to do, needs to be done right, and should therefore be done by a competent person.
What is a Auckland Licensed Building Practitioner?
The Licensed Building Practitioner scheme is administered by the Department of Building and Housing
The scheme is competency based. Competent builders and trades people with a good track record can have their skills and knowledge formally recognised, irrespective if they are trade-qualified or not.
In order to become a Licensed Building Practitioner, builders are required to demonstrate their ability to meet industry consulted competencies..
Does my work need to be done by an Auckland Licensed Building Practitioner
At present the rules apply only to residential properties and small apartments, not commercial properties.A good rule of thumb is if it requires a building consent it is probably Restricted Building Work . If it is general maintenance such as repairing weather boards etc and does not require a consent it is not Restricied Building work
The ruling comes in to play in March 2012. It is a good option if you are doing work which requires a consent to use a Licensed Building Practitioner now, as in some cases it can reduce the number of council inspections.

Do I need a consent?
Basic Guide
Retaining walls Above 1.5m or with a building, driveway or parking near the top.
Decks Above 1.5m or infringing on boundary areas
Fences Above 2.5m and any swimming pool fence
Bathrooms and Kitchens
- If structural changes to walls windows etc affect the building structural stability, Yes
- If you create a new bathroom or move the existing one to a different location. Yes
- Plumbing - if you move the existing plumbing within the existing bathroom area e.g move a shower across the room. No. If you add a shower or fixture and require new plumbing for this. Yes.
- Replacing fixtures and fittings - No you do not. You may gut a bathroom and rebuild it keeping the fixtures the same room and you will not require a consent.

Structural building
In most cases yes but some examples of exemptions are
- Replacing windows which do not affect the structural stability of a building, e.g a window of the same width or smaller where the lintel is not affected.
- Changes to doors and entrances which do not affect the structural integrity of the building
- Changes to timber framed internal walls which will not affect the building structural stability
